Republicans in the Senate shut down a Democratic bill in a 47–45 vote. That bill would have kept the government running through October 31 and added limits on Trump’s power to withhold money already approved by Congress. It also included health care provisions, which Republicans wanted no part of.

In return, Democrats blocked the Republican plan in a 48–44 vote, even after it had passed in the House earlier that same day. Only one Democrat, Senator John Fetterman of Pennsylvania, supported the GOP version. This was a sharp contrast to March, when 10 Democrats crossed party lines to avoid the last shutdown. This time, they stood their ground.

Two Republicans, Lisa Murkowski of Alaska and Rand Paul of Kentucky, also voted against the GOP bill.

Senate Majority Leader Chuck Schumer made it clear on Friday that Democrats won’t back a funding bill that ignores Medicaid cuts or skips health insurance subsidies. He said, “They’re voting like they think the status quo is good enough, even though they’ve heard from so many of their constituents the fear of hospitals closing, of health care being diminished, of premiums going way up.”

The Democratic plan aimed to reverse those cuts from the July bill and protect coverage before subsidies expire later this year.
