When the government shut down on October 1, some of the workers responsible for collecting, analyzing, and publishing the data that informs policy and business decisions also stopped working. Since then, the Bureau of Labor Statistics (BLS) has not released the planned September jobs report and has delayed the release of the September Consumer Price Index (CPI), a key measure of inflation, from this week to October 28.

The CPI figure is especially important because it is used to calculate the Cost of Living Adjustment (COLA) for nearly 70 million Social Security beneficiaries, ensuring their checks keep pace with rising prices.

This federal economic data is considered an important gauge of the broader economic environment. States, municipalities, business owners, investors, and households use it to make investment, employment, and spending decisions. Meanwhile, academics and private-sector economists depend on federal data to inform growth models, predict recessions, and provide quality research upon which others rely.

Researchers have learned over the years that there are alternative indicators they can turn to as measures of past and future economic performance. This approach has been particularly helpful when studying countries without resources for data gathering or where government data manipulation may be a concern. However, historically, researchers have been able to rely on the U.S. for accurate and timely data.

“Most other countries do not have the kinds of data we collect. And the reason we’ve done this is because it benefits our citizens, our taxpayers, our businesses. So they’re the ones that are going to be impacted the most,” said Erin McLaughlin, senior economist at The Conference Board.

### Pandemic Pushed Economists Outside the Box

During the pandemic, the importance of timely data pushed economists to supplement official government figures with real-time data from unconventional sources. Examples include:

However, while useful in the moment, nowcasting does not provide the holistic economic view needed for longer-term planning.

“Those are good indicators, but they are subsets of what is happening in the economy,” said Marcus Bansah, associate economics professor at St. Olaf College.

### The Indispensable Role of Federal Data

For informed decision-making, economists emphasize the need for a more holistic approach, which requires federal government data. Ming Lo, economics and finance professor at Metro State University, divides federal data into three broad categories:

– Labor market statistics, including unemployment rates and job vacancies
– Output-related data, such as gross domestic product (GDP)
– Price data, such as the CPI inflation index

While private or state-level metrics can capture aspects of these categories imperfectly, the federal data remains essential. For example:

– Labor market data can draw on state unemployment rolls and private firms’ payroll information from ADP, UKG, or job search websites like Glassdoor and Indeed.
– GDP is difficult to measure without BLS data, yet it is vital for businesses making decisions about hiring, production, advertising, or investment.
– Pricing data, particularly inflation, has no true substitute in the private sector.

Moreover, government agencies rely on these metrics to make policy decisions, such as workforce development programs tailored to specific industries.

The social implications are high as well, given that the federal government must send out Social Security checks to nearly 75 million Americans. The amount they receive depends on inflation data, typically measured by the CPI.

“For measures like job openings or unemployment claims, there are reasonably good alternative sources. But for others, the void is much harder to fill. Pricing data, particularly inflation, is a prime example — there’s no true substitute for that information in the private sector,” said Allison Shrivastava, economist at Indeed Hiring Lab.

### Making Best Guesses Amid Data Gaps

Some economists are less concerned about the broader lapse in data releases. While some major headline figures are delayed, other agencies like the Federal Reserve, which is self-funded, continue to publish data.

Paul Kasriel, an independent economist and former Northern Trust chief economist, said he relies heavily on unemployment claims data, which he considers more reliable than the BLS jobs report due to its frequent revisions.

“These data count real people who have an incentive to get in line to collect benefits,” Kasriel explained. Still, he noted that the CPI report is the government data he misses most during this shutdown.

Michael Pearce, deputy chief U.S. economist at Oxford Economics, believes his firm can still make educated forecasts despite the absence of some official data.

“At this stage, when we’re only missing a month’s data, we’re operating under pretty foggy skies, but we have a pretty good idea of where things stand,” Pearce said. “Relative to other advanced economies, we still have one of the best data systems in the world.”

Economists have been using proxies such as private payroll data, unemployment claims, card transactions, and gasoline demand to model the missing figures, though results are imperfect.

“These private data don’t have the statistical power to tell us if we’re going into a recession,” Pearce cautioned. “The official data serve as the anchor, the benchmark for all these private models.”

He warned that if the shutdown extends for months, the lack of government data could begin influencing critical decisions on Wall Street and at the Federal Reserve.

### The U.S. Statistical System: The Backbone of Economic Analysis

Even though creative alternatives exist, economists agree that the U.S. government’s statistical system remains the backbone of economic analysis.

“Government data is really the gold standard for inflation and it’s needed for markets to function,” said Courtney Shupert, economist at MacroPolicy Perspectives. “There’s no perfect substitute. Many private estimates are benchmarked to government data, especially regional indicators that rely on federal statistics for weighting and sampling.”

Economists also noted that the last government shutdown in 2018-19 did not cause data disruption to this extent, nor did it occur during such a critical economic juncture.

“The last shutdown did not occur during a moment of big change like what we’re seeing lately, which is a decrease in immigration, unemployment ticking up, fewer job openings, and early signs of consumers feeling some pressure,” Shupert said.

These pressures on businesses and households heighten the importance of understanding the current state of the economy, even if the picture is imperfect without federal data.

For now, the shutdown serves as a stress test of the private sector’s data capabilities, and a reminder of how deeply our economic system depends on robust public data sources.

Marine’s father who was deported has criminal record, Homeland Security says

**Father of Marine Detained by Immigration Authorities Has Criminal Record, DHS Confirms**

SAN DIEGO — The father of a Marine who was arrested by immigration authorities while visiting his pregnant daughter at Camp Pendleton has a criminal record that includes charges of domestic violence and aggravated assault with a deadly weapon, the Department of Homeland Security (DHS) revealed Thursday.

Esteban Rios was deported to Mexico in 1999, removed from the United States again in 2005, and ordered deported by an immigration judge in 2020 after entering the country illegally a third time, DHS said.

This statement marked the first detailed account Homeland Security provided since the Marine, Steve Rios, said last week that his father was detained after visiting the Southern California military base. Esteban was initially released with ankle monitors but was detained again when reporting days later to a U.S. Immigration and Customs Enforcement (ICE) office, as ordered.

Homeland Security initially declined to provide details when The Associated Press (AP) inquired multiple times on Tuesday about any criminal record Esteban Rios might have. The agency only said, “criminal illegal aliens are not welcome in the U.S.” and stated it had no other information to release.

However, one day after AP published a story on Esteban Rios, and two days after requesting details from the department, DHS released the detailed account of his criminal record. The department also accused the AP of having “deliberately obscured the facts,” despite not providing the AP with the information it claimed was obscured.

Steve Rios, a Marine from Oceanside, told San Diego station KNSD that his parents inspired him to enlist. He said the family came to the U.S. from Mexico more than 30 years ago and had worked washing cars and cleaning houses throughout his life.

“It was just making them proud, right? I’ve seen all the struggles they’ve gone through,” Steve said. “The least I could do, right, and serve this country and try to, you know, put some time in.”

Steve explained that he and his parents were picking up his younger sister and her husband, who is also a Marine, at Camp Pendleton on September 28 — a routine they have maintained every weekend for the past few months while she is expecting her first child.

After stopping at the base gate, ICE officials arrived to detain both parents, later releasing them with ankle monitors. Steve said his father was deported on October 10.

The Rios family told KNSD that the parents had no criminal record, had pending green card applications sponsored by Steve, and were authorized to work.

In response to AP’s inquiries, Tricia McLaughlin, a Homeland Security spokeswoman, issued a statement on Tuesday: “Under President (Donald) Trump and Secretary (Kristi) Noem, if you break the law including domestic violence and aggravated assault with a deadly weapon you will face the consequences. Criminal illegal aliens are not welcome in the U.S.”

The statement did not mention Esteban Rios’s arrest, any charges, or his immigration history.

When AP followed up asking if Esteban Rios and his wife had criminal histories, Luis Alani, a communications strategist at ICE, responded, “By statute, ICE has no information on these aliens. To clarify, there is no information we can release.”

How Promote Giving, a new investment model, will raise millions for charities

The first foreign trip Joel Holsinger took in 2019 after joining the board of directors at the global health nonprofit PATH convinced him that he needed to do more to raise money for charities. The investment manager, who is now also a partner and co-head of alternative credit at Ares Management Corp., saw firsthand how a tuberculosis prevention program was helping residents of Dharavi, India’s largest slum. He also saw that the main hurdle to expanding the program’s success was simply a lack of funding.

“I wanted to do something that has purpose,” Holsinger told The Associated Press. “I wanted a charitable tie-in to whatever I do.”

Shortly after returning from India, Holsinger created a new line of investment funds where Ares Management would donate at least 5% of its performance fee, also known as the “promote,” to charities. The first two funds of the resulting Pathfinder family of funds alone have raised more than $10 billion in investments and, as of June, pledged more than $40 million to charity.

Holsinger wanted to expand the model further. On Wednesday, he announced Promote Giving, a new initiative to encourage other investment managers to use the model, which launches with funds from nine firms, including Ares Management, Pantheon, and Pretium.

The funds that are now part of Promote Giving represent about $35 billion in assets and could result in charitable donations of up to $250 million over the next 10 years.

Unlike broader models like ESG investing, where environmental, social, and governance factors are taken into account when making business decisions, or impact investing, where investors seek a social return along with a financial one, Promote Giving seeks to maximize the return on investment, Holsinger said. The donation only comes after investors receive their promised return and only from the manager’s fees.

“We’re not doing anything that looks at lower returns,” Holsinger said. “It’s basically just a dual mandate: If we do good on returns for our institutional investors, we will also drive returns that go directly to charity.”

Charities, especially those who do international work, are in the midst of a difficult funding landscape. The dismantling of the U.S. Agency for International Development and massive cuts to foreign aid this year have affected nearly all nonprofits in some way. Those nonprofits who don’t normally receive funding from the U.S. government still face increased competition for grants from organizations who saw their funding cut.

Kammerle Schneider, PATH’s chief global health programs officer, said this year has shown how fragile public health systems are and has reinforced the need for “agile catalytic capital” that Promote Giving could provide.

“There is nothing that is going to replace U.S. government funding,” said Schneider, adding that the launch of Promote Giving offers hope that new private donors may step in to help offer solutions to specific public health problems.

“I think it comes at a time where we really need to look at the overall architecture of how we’re doing this and how we could be doing it better with less.”

Sal Khan, founder and CEO of Khan Academy, which offers free learning resources for teachers and students, says the structure of Promote Giving could provide nonprofits stable income over several years that would allow them to spend less time fundraising and more time on their charitable work.

“It’s actually been hard for us to raise the philanthropy needed for us to have the maximum impact globally,” said Khan.

While Khan Academy has the knowledge base to expand rapidly around the world and numerous countries have shown interest, Khan said the nonprofit lacks enough resources to do the expensive work of software development, localization, and building infrastructure in every country. Khan hopes Promote Giving can grow into a major funder that could help with those costs.

“We would be able to build that infrastructure so that we can literally educate anyone in the world,” he said.

Holsinger hopes for that kind of growth as well. He envisions investment managers signing on to Promote Giving the way billionaires pledge to give away half their wealth through the Giving Pledge, and he hopes other industries will develop their own mechanisms to make charitable donations part of their business models.

Kate Stobbe, director of corporate insights at Chief Executives for Corporate Purpose, a coalition that advises companies on sustainability and corporate responsibility issues, said their research shows that companies that establish mission statements that include reasons for existing beyond simply profit generation have higher revenue growth and provide a higher return on investment.

Having a common purpose increases workers’ engagement and productivity, while also helping companies with recruitment and retention, said Stobbe, who said CECP will release a report that documents those findings based on 20 years of data later this week.

“Having initiatives around corporate purpose help employees feel a connection to something bigger,” she said. “It really does contribute to that bottom line.”

That kind of win-win is what Holsinger hopes to create with Promote Giving.

He said many of the world’s problems don’t lack solutions. They lack enough capital to pay for the solutions.

“We just need to drive more capital to these nonprofits and to these charities that are doing amazing work every day,” he said. “We’re trying to build that model that drives impact through charitable dollars.”

Top Democrats in Pennsylvania are quietly organizing plans to challenge Senator John Fetterman in the 2028 Democratic primary, according to Axios.

While Fetterman remains a popular figure across the state, his moderate posture toward former President Trump is drawing ire from segments of his own party, as reported by The Gateway Pundit. Fetterman, who triumphed in 2022 against Republican Mehmet Oz, flipped what had been a GOP Senate seat. Despite that victory, some Democrats argue he has strayed too far from the party base.

According to party insiders, possible challengers include U.S. Representatives Brendan Boyle and Chris Deluzio, as well as former Representative Conor Lamb. Some officials have already begun criticizing Fetterman years ahead of the primary.

At the heart of the backlash is Fetterman’s insistence on restraint in political rhetoric toward Trump supporters. During a recent public event, he said:

“I know and I love people who voted for President Trump. They are NOT fascists, they’re NOT Nazis, they’re NOT trying to destroy the Constitution. I REFUSE to call people Nazis or fascists. I would never compare anybody to Hitler.”

“Like Charlie Kirk, all I could say is let people grieve, give people the space. I’m not going to use that terrible thing and that assassination to make my argument and try to put out my views.”

“It’s like, my God, he’s a father that had his neck blown out by a bullet. And now people have forgotten: President Trump was in my state was shot in the head. Could you imagine where our nation would be if he were hit in the same way as Kirk? We really got to turn the temperature down.”

These remarks underscore Fetterman’s approach: rejecting harsh labels for Trump voters and warning against escalating political hostility.

Internally, Democrats see risk in allowing Fetterman to run unchallenged. Some believe his centrist positions could weaken turnout among progressive voters or invite criticism from within the party. One Axios dispatch describes the looming primary field as a “maneuvering” among insiders aimed at forcing Fetterman off the ticket.

Fetterman, however, has pushed back on the speculation. As of now, none of the potential challengers has formally declared a Senate run in 2028. Some have left the door open to run if Fetterman declines to seek reelection.
