Attorney General Pam Bondi on Wednesday ordered the Justice Department to prioritize animal welfare enforcement, in a move she said will entail stepping up prosecutions and even doling out grants to animal welfare groups, according to a new memo sent to all staff. As part of the plan, Bondi said the government would create a law enforcement “tiger team” to assist with the execution of search warrants and seizures. She also called for the creation of a strategy committee, which will oversee the creation of an animal welfare prosecution manual and implement a national strategy to combat “animal welfare crimes.” Her memo also requires the Office of Justice Programs to fund grants for animal welfare groups and local law enforcement. That plan comes at a time when that same grant-making office is struggling with unprecedented delays in soliciting and awarding awards that are traditionally given to local police, juvenile justice programs and victims of human trafficking and other violence. Last year, the department abruptly terminated some 350 grants that paid for everything from community-based crime prevention programs with local law enforcement, to services for victims of crime and sexual violence, and assistance for mental health and substance abuse. “Animals are part of our families: we will always fight to protect the pets we love,” said Bondi, who owns two rescue dogs that have sometimes been spotted being walked around the Justice Department by employees. “I have fought against animal abuse my entire career and will never stop working to prosecute the sick individuals who prey upon innocent animals,” she added in a statement. The announcement by Bondi comes several months after the Justice Department helped spearhead a roundtable with officials from the Department of Agriculture, the Department of Health and Human Services and Lara Trump, who sits on the board of a nonprofit called Big Dog Ranch Rescue, according to a document seen by CBS News. At that meeting, they brainstormed many of the ideas laid out in Bondi’s memo on Wednesday, including the creation of a “tiger team.” Several other agencies, including the Department of Agriculture, also earlier on Wednesday announced efforts they would be taking to advance the initiative. The enforcement of the Animal Welfare Act is largely carried out by the Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS), which sends employees to a variety of businesses, from dog breeders to zoos, to inspect them for compliance with the law. Most of the cases are handled administratively. Criminal animal welfare cases are typically handled by the Justice Department’s Environment and Natural Resources Division or by U. S. Attorney’s offices. In the last few years, the bulk of the criminal cases involved animal fighting. In one case that stood out from most, the Justice Department during the Biden administration prosecuted animal research breeder Envigo over both animal welfare and environmental crimes after investigators discovered the mistreatment of thousands of beagles at one of its locations. In 2024, Envigo agreed to pay $22 million in fines $11 million of which represented the largest-ever Justice Department fine in an animal welfare case plus $13. 5 million more to support animal welfare and environmental projects, cover law enforcement expenses and improve its own facilities. Envigo in 2022 forfeited about 4, 000 beagles, some of which were adopted by celebrities including Meghan Markle and Prince Harry.

NEW: Radical Lunatic Identified and Arrested for Major Attack on US Attorney Alina Habba’s Office Following Manhunt
The person responsible for carrying out a massive attack on U.S. Attorney Alina Habba’s office in New Jersey earlier this week has been identified and arrested.
U.S. Attorney General Pam Bondi announced the arrest on Saturday morning via X, stating: “Thanks to the great work of @FBI, @USMarshalsHQ, and @HSI_HQ, the suspect wanted in the attack on @USAttyHabba’s office is now in custody. No one will get away with threatening or intimidating our great US Attorneys or the destruction of their offices.”
According to Fox News, the FBI identified the suspect on Friday night as Keith Michael Lisa. Lisa is a 51-year-old male born in California. He stands 6 feet, 3 inches tall, has brown and gray hair, and brown eyes. Authorities considered him armed and dangerous prior to his arrest.
Earlier reports from The Gateway Pundit described a bat-wielding man who appeared at U.S. Attorney Alina Habba’s office on Wednesday evening. The man reportedly destroyed property in her office before fleeing the scene.
The New York Times provided additional details, explaining that building security initially turned the suspect away. However, he returned a short time later without the bat and was allowed entry for unclear reasons. Once inside, he proceeded to the floor where Habba’s office is located, began yelling incoherently, and smashed property.
It remains unclear whether the suspect made specific threats against Habba during the incident.
In response to the attack, Alina Habba took to X to express her determination, writing, “I will not be intimidated by radical lunatics for doing my job.”

Alleged ‘764’ Cult Follower Charged With Child Sex Crime Amid Crackdown On Terror Network
Federal prosecutors on Monday charged a 19-year-old California man linked to the extremist “764” cult with a string of crimes, including child sexual exploitation, animal abuse, and online threats.
A federal grand jury in the Eastern District of California indicted Tony Christopher Long on six felony counts, including sexual exploitation of a minor, possession of child sexual abuse material, cyberstalking, and transmitting interstate threats, according to the press release. Long remains in state custody on related charges.
Attorney General Pam Bondi said Long’s alleged crimes highlight the brutality of the “764” movement.
“This defendant allegedly engaged in acts of extreme cruelty by exploiting a child, abusing animals, and threatening violence. His conduct reflects the depravity of ‘764,’” Bondi said. “These networks seek to terrorize and destabilize our communities by preying on the most vulnerable, and the Justice Department will stop at nothing to dismantle this network and bring offenders to justice.”
FBI Director Kash Patel said the agency is pursuing the case aggressively.
“The FBI has no tolerance for anyone who preys on children or other vulnerable members of society,” Patel said. “This defendant allegedly targeted juveniles, took part in animal crushing, and was part of a violent online network which seeks to sow chaos and destabilize our society. The FBI will work with our law enforcement partners to investigate and hold accountable anyone who engages in such reprehensible and illegal activity.”
If convicted, Long faces up to 30 years in federal prison for sexual exploitation of a minor and additional decades for the remaining charges.
Court documents describe Long as a member of “764,” a Nihilistic Violent Extremist group that seeks to destroy social order through chaos, violence, and the exploitation of vulnerable victims, including minors.
The FBI previously indicted a man known as “White Tiger,” who allegedly persuaded a 13-year-old girl in Washington to take her own life on behalf of a cult-like group. German prosecutors charged him with hundreds of crimes, including murder and widespread child exploitation, tied to an international campaign of online abuse targeting more than 30 victims.
