Bhopal News: Traffic Fine Pile Up; E-Challans Worth Over ₹5 Crore Issued, Only ₹50 Lakh Paid So Far

**Bhopal’s Intelligent Traffic Management System Issues Thousands of E-Challans, but Fine Payments Remain Low**

Bhopal (Madhya Pradesh): The Intelligent Traffic Management System (ITMS) in Bhopal continues to monitor traffic violations closely and issue e-challans regularly. However, despite the high number of fines being generated, the majority of offenders have yet to pay their dues.

According to data from the city traffic police, from January to September this year, a total of 1,54,500 e-challans were issued for various traffic violations, including red light jumping, not wearing helmets, over-speeding, and triple riding. Unfortunately, only 13,398 violators have cleared their fines so far.

Out of a total penalty amounting to Rs 5,33,02,100, just Rs 50,13,600 has been collected. This leaves approximately Rs 4.82 crore pending from 1,41,102 offenders.

### Most Common Violations

The data highlights that riding without a helmet remains the most frequent violation recorded by ITMS cameras. Red signal jumping is the second most common offense. Over-speeding, although a major cause of road accidents, accounts for comparatively fewer challans. Of the 3,759 over-speeding challans issued, only 760 fines have been paid.

Similarly, many two-wheelers carrying three riders have been fined, yet payment compliance in these cases also remains poor.

### Monthly Trends

When viewed month-wise, July saw the highest number of e-challans at 24,881. However, by the end of September, this number had dropped sharply to 7,179. In May, the total challans issued were 10,475.

### Enforcement vs. Compliance

Additional DCP (Traffic), Basant Kumar Kaul, acknowledged that while ITMS has been effective in identifying violators and issuing fines efficiently, ensuring payment recovery remains a challenge. He emphasized that the primary goal of e-challans is not just to collect fines but to promote responsible driving habits among citizens.

Gavin Newsom lashed out at Donald Trump on Monday, holding him responsible for staffing shortages during the government shutdown that left Hollywood Burbank and other airports without air traffic controllers for hours.

Air travelers faced frustrating delays and cancellations Monday evening at Burbank and other U.S. hubs as the government shutdown left air traffic control staff levels stretched thin.

“Thanks, @realDonaldTrump! Burbank Airport has ZERO air traffic controllers from 4:15 pm to 10 pm today because of YOUR government shutdown,” the Governor of California wrote on X (formerly Twitter).

At Burbank, the control tower was unstaffed for almost six hours, with flight operations instead handled remotely by Southern California TRACON, an approach and departure facility based in San Diego. However, no one in the tower had direct eyes on planes landing and taking off, causing concern among already delayed passengers.

It has been six days since the government shutdown began after the Senate failed to pass a bill to fund federal agencies. On Monday, Transportation Secretary Sean Duffy warned the shutdown would put more stress on air traffic controllers, whose jobs are already extremely demanding.

In addition to the delays at Burbank, flights out of Newark Liberty International Airport were delayed Monday evening, and Denver International Airport also experienced delays.

The Republican and Democrat camps have each blamed one another for the crippling shutdown. The standoff centers around a demand by the Democrats regarding the extension of health care subsidies. If these subsidies are cut, it may result in sharply increased costs for millions of low-income Americans.

Trump has blamed the Democrats for blocking his resolution and stated that Republicans will hold out in the stalemate. Democratic members of Congress, in turn, accused Trump and Republicans of blatantly lying about Democratic opposition to a GOP-led government funding plan, particularly concerning claims that Democrats are pushing for healthcare benefits for undocumented immigrants, who cannot legally access federal healthcare programs.

When asked for comment on the shutdown causing travel chaos at airports, the White House press office sent The Independent an automated response reading:
“Please note that responses may be delayed due to the government shutdown caused by congressional Democrats.”

The White House website also features a banner stating “Democrats have shut down the government,” accompanied by a live count of the days and hours since the closure began.

Newsom has been particularly vocal in his efforts to lay the blame for the shutdown at the feet of the Trump administration. Last week, he trolled Trump over news that work will continue on the presidential ballroom despite the government shutdown, comparing him to the historical French queen Marie Antoinette.

“TRUMP MARIE ANTOINETTE SAYS, NO HEALTH CARE FOR YOU PEASANTS, BUT A BALLROOM FOR THE QUEEN!” the California governor’s press office wrote on X, mimicking Trump’s penchant for all-caps social media rants.

During previous U.S. government shutdowns under Barack Obama’s administration, Donald Trump was a vocal critic of the president, saying the situation was “pretty sad” and that “the whole world was laughing at us.”

“Problems start from the top and they have to get solved from the top,” he said during a 2013 shutdown. “The president’s the leader and he’s got to get everybody in a room and he’s got to lead.”

Typically, the CMRS team conducts two rounds of inspections covering the metro depots, trains, and stations before granting permission for the public rollout.

Insiders from the Metro Rail Corporation revealed that some work is still ongoing at three out of the eight metro stations. Authorities are working diligently to complete the remaining tasks ahead of the CMRS team’s arrival.

The drive was carried out by the RPF Post at Bhayandar (BYR) under the supervision of the Mumbai Central (MMCT WR) division.

**Unauthorized E-Ticket Seller Identified**

The accused has been identified as Ashley Lawrence Chettiar, aged 43, operating from Room No. 409, Tower-2, North Imperiya, Vinay Nagar, Mira Road (E), Thane District. Investigations revealed that Chettiar is not an authorized IRCTC agent but was actively involved in the illegal sale of railway e-tickets, violating provisions of the Railway Act.

**Seizures During the Raid**

During the raid, the RPF seized several items linked to the illegal e-ticketing activities. These included:

– One old mobile handset suspected to have been used for unauthorized transactions.
– Screenshots of QR codes related to IRCTC e-ticketing, serving as digital evidence of booked or shared tickets.
– An A4 sheet containing detailed information about multiple ticket bookings.
– Two personal IRCTC user IDs — ashley0582 and sofiya2588 — used in ticket transactions.
– One live e-ticket valued at Rs 10,013.
– Six previously used e-tickets with a combined value of Rs 16,290.

In total, tickets worth Rs 26,303 were recovered, highlighting the scale of the unauthorized ticketing operation.

**Modus Operandi**

According to RPF sources, Chettiar was booking railway e-tickets using personal IRCTC user IDs and selling them to passengers at a premium of Rs 50 to Rs 100 per passenger. While no illegal software or ticketing bots were used, the commercial use of personal user IDs is strictly prohibited under IRCTC norms and Indian Railways regulations.

**Legal Action Taken**

A case has been registered under Section 143(1) of the Indian Railways Act, which pertains to the unauthorized business of procuring and supplying railway tickets. The case number is 3682/2025, dated 29 September 2025.

Around 7:30 p.m., near the Fountain Hotel area under Naigaon jurisdiction, their vehicle crashed into a truck (MH 03 CV 6268) that was parked along the highway.

The deceased has been identified as Ketulbhai Hiteshbhai Patel, aged 32. The injured passengers include Chirag Rajubhai Patel (39), Nirali Narendra Sharma (27), Damini Bharat Prajapati, Jaivini Ashok Rana (25), Megha Mangeshkumar Shalekar (28), and Antima Sharma (24). All six are currently receiving medical treatment at a private hospital in Mira Road.

Earlier this year, Platforms 12 and 13 were upgraded to accommodate 24-coach trains, which temporarily disrupted schedules. A similar adjustment process will now take place at Platform 18 during this block.

Due to this suspension, two express trains will be affected:
