2025年9月14日、経済産業省の花壇に東京電力福島第1原発事故に伴う除染土が搬入されました。
浅尾慶一郎環境相は、同月14日の閣議後記者会見で、福島県内の除染で発生した土を東京・霞が関の中央省庁9カ所に搬入する作業が完了したことを明らかにしました。
環境相はこの取り組みについて「大きな意義がある」と述べています。
除染土の県外利用は首相官邸をはじめとした中央省庁で展示・活用される予定です。

裁判のやり直しにつながりかねない重大な事案である。根底から揺らいだ刑事司法への信頼を取り戻すためには、やはり第三者による透明で公正な究明が不可欠だ。
佐賀県警の科学捜査研究所（科捜研）の元職員がDNA型鑑定で不正を繰り返していた問題で、警察庁が県警に対する特別監察を始めた。付属機関である科学警察研究所から鑑定の専門家も同行させ、原因の解明とともに再発防止策をまとめるという。
特別監察は都道府県警の重大な不祥事などが起きた際に実施される異例の措置だ。記録の残る2011年以降では5例目で、前回は昨年の鹿児島県警のケースだった。
今回の監察は、佐賀県警の問題公表後に高まった世論の批判や科学捜査全体への信用が損なわれた事態を重く見て踏み切ったものだ。しかし、実態としては警察組織の身内による調査にほかならず、明らかに公正さに欠ける。
佐賀県弁護士会や日本弁護士連合会など多くの司法関係者が、第三者機関による原因解明と捜査や公判に与えた影響の検証を要求している。県警はその必要性を否定する一方で、県議会が第三者の調査を求める決議案を全会一致で可決した事実も重い。
監察結果がどうであれ、警察から独立性のある機関による検証を改めて求めるべきだろう。
元職員は昨年10月までの7年以上にわたり、実際には実施していない鑑定を偽装したり、鑑定試料を紛失して別の物を警察署に返還したりするなど、計130件の不正を重ねていた。このうち16件は、殺人未遂や不同意性交といった事件の証拠として佐賀地検に送付されていた。
地検は「処分の決定（起訴、不起訴）や公判の証拠として使用された事例はない」としているものの、客観的な根拠を示しておらず、説得力には欠ける。県警も「事件捜査への影響は認められず、公判への影響もないと考えている」と説明しているが、これを特別監察が追認して終わるようでは、捜査機関への不信はさらに増幅する恐れがある。
DNA型鑑定は究極の個人情報とされ、有罪判決の決め手になる一方で、過去には冤罪を生んできた経緯もある。再捜査や冤罪を晴らす上で再鑑定が必要になる場合もあるにもかかわらず、鑑定後に残った試料の保管はこれまでなおざりにされてきた。
今回の問題はその実態を浮き彫りにした。元職員が7年以上担当した632件の鑑定のうち、残った試料が保管されていたのは124件にとどまっていたという。
その背景には、鑑定後の試料の保管や無罪になった人のデータ抹消といった取り扱いを定める法律がなく、警察の裁量任せになっている現状がある。鑑定試料の保存義務を課すなど、法制化の議論も併せて始めるべきだ。

**Why Delhi’s Air Quality May Become ‘Poor’ from Wednesday**

The India Meteorological Department (IMD) has forecast a decline in Delhi’s air quality as the winter season approaches. The city’s air is expected to remain in the “moderate” category on October 13 and 14 but will likely slip into the “poor” category for nearly a week starting October 15.
According to the IMD bulletin, “The air quality is very likely to be in the Moderate category from October 13-14. From October 15 onwards, it is expected to be in the Poor category for nearly a week.”
### Pollution Update: Slight Increase in Stubble Burning
Delhi’s air quality showed a slight improvement on Sunday, with an average Air Quality Index (AQI) of 167, down from 199 on Saturday. This improvement was attributed to steady winds blowing at 10-15 km/h.
However, stubble burning in neighboring states has increased slightly, contributing to pollution levels in the city. The share of pollution from stubble burning rose from 0.4% on Saturday to 0.8% on Sunday.
The Ministry of Earth Sciences’ Early Warning System also predicts moderate air quality for October 13-14 and poor conditions from October 15 onward.
### Factors Behind the Pollution Spike
Delhi’s air quality typically worsens in October due to several reasons:
– Retreating monsoon rains and cooler temperatures
– Increased stubble burning in Punjab, Haryana, and nearby states
– Festive fireworks adding to pollution levels
Additionally, slower winds and cooler weather during this season lead to a “temperature inversion,” where a layer of warm air traps pollutants near the ground, worsening air quality. Smoke carried by north-westerly winds from Punjab and Haryana further aggravates the situation.
On Sunday, vehicles were the largest contributors to PM2.5 pollution, accounting for 19.8%, followed by emissions from Sonipat (9.2%) and Jhajjar (5.1%).
### Seasonal Outlook: Clear Skies and Cool Winds
The IMD has forecast clear skies and cool northwesterly winds over the coming days, with maximum temperatures expected to rise to 34°C by Wednesday.
Environment Minister Manjinder Singh Sirsa highlighted that Delhi has recorded 199 days with AQI below 200 this year, nearly double the number reported in 2016. He said this marks a “real improvement on the ground.”
As winter advances, residents are advised to stay updated on air quality forecasts and take necessary precautions, especially from mid-October when pollution levels are expected to worsen.

**Claude’s Technical Usage in India Significantly Higher Than Global Average**

Guillaume Princen, Global Head of Start-ups and Head of Europe, Middle East, and Africa (EMEA) at Anthropic, has revealed that half of the usage of their AI tool, Claude, in India is for technical purposes. These tasks include user interface (UI) design, code debugging, and software development. This percentage is notably higher compared to the global average, where only 30% of Claude’s usage involves such technical applications.
**India: Anthropic’s Second Largest Market**
India, home to the world’s fourth-largest developer community, stands as Anthropic’s second largest market after the United States. Princen highlighted that approximately 33% of all Claude conversations globally occur in India, underscoring the scale and reach of their services within the country.
**Plans for Expansion in Bengaluru**
To strengthen its presence in India, Anthropic plans to open an office in Bengaluru by the first quarter of 2026. The new office aims to expedite the launch of key offerings tailored to one of Anthropic’s largest markets.
Princen said, “You’ll see more of us because we really want to have a local presence.” He added that the company intends to be closer to its users and will be building teams focused on community support across the board.
This expansion reflects Anthropic’s commitment to growing its footprint in India’s vibrant tech ecosystem and enhancing user engagement with Claude’s AI capabilities.
